This week, the Autonomous Bougainville Government (ABG) unveiled two significant policy initiatives in Buka: the Civil Society Partnerships Policy and the Gender Equality, Women Empowerment, Peace, and Security Policy. As Bougainville gears up for independence, President Ishmael Toroama emphasized the critical timing and importance of these policies.
President Toroama highlighted the essential role of civil society organizations (CSOs) in the development of Bougainville, stating that the new Civil Society Partnerships Policy is designed to enhance cooperation and coordination with the ABG. “A coordinated approach to providing aid by Civil Society Organizations is crucial for maximizing efficiency and impact,” he said. The policy aligns CSO activities with the Bougainville Long Term Vision and the Bougainville Integrated Strategic Development Plan, fostering a unified strategy for development.
The President also addressed the Gender Equality, Women Empowerment, Peace, and Security Policy, acknowledging its vital role in addressing disparities and promoting a fair and equitable society. “This policy will promote legal reforms to protect women from discrimination and violence, ensuring their roles are not only respected but also enhanced,” President Toroama explained. He clarified that the policy aims to protect the rights of all individuals, regardless of gender.
Hon. Morris Opeti, ABG Minister for the Department of Community Development, called the launch a historical milestone, marking the fruition of extensive dialogues and collaborations among various stakeholders. “These policies reflect our shared values and aspirations for Bougainville,” he stated, emphasizing their practical impact beyond mere rhetoric.
Minister Opeti urged everyone in Bougainville, from government officials to community activists, to actively participate in the implementation of these policies. “As we embark on the implementation phase, I call upon each and every one of you to join hands and play your part in turning these policies into action,” he said.
The policy launch was attended by Cabinet Ministers and Members of the Bougainville House of Representatives, National Member for North Bougainville Hon. Francesca Semoso, and other stakeholders, including representatives from the governments of Australia and New Zealand, and UN Women.
